Long term monitoring and risk assessment of pollution sources

3.1 Establishment of a Regional Centre for Ecological Studies in Odessa Leader Partner: OSDEP Other involved partners: ACTEDJ, ECCG In order to implement the recommendations from the site-specific and regional assessment of pollution risks in general, as well as the plan for remediation of priority sites described above in particular, OSDEP will establish a specialised Regional Centre for Ecological Studies. The Centre will utilise and coordinate existing resources available in various institutions based in Odessa oblast, rather than being created as a stand-alone entity. The Romanian partners will advise on the organisational aspects and operational scope of the Centre with respect to cross-border cooperation and harmonisation with relevant EU Directives. 3.2 System for long term monitoring and risk assessment of pollution sources affecting soil and waters Leader Partner: OSDEP Other involved partners: ACTEDJ, ECCG Following the establishment of the Regional Centre for Ecological Studies in Odessa, more detailed planning (utilising all results for the project) will be carried out with the project partners to formulate a system for long term monitoring and risk assessment of pollution sources affecting soil and waters in the Lower Danube region. The system will not be confined to priority actions to remediate sources of soil and water pollution, but also encompass detailed review and pursuit of common policies, enforcement and awareness activities to combat pollution in the Lower Danube region. The Regional Centre, site inventory, remediation plan and long-term cross-border monitoring system represent a coherent package of resources and measures that form a major part of the follow-up and sustainability of the project results. 3.3 Capacity and awareness building programme Leader Partner: ACTEDJ Other involved partners: OSDEP, ECCG, EPPO Under this Task, ACTEDJ will lead on organising workshops and conferences aimed at increasing the awareness on about anthropogenic pollution in the Lower Danube Euroregion. At the start, each country will hold a project kick-off meeting to launch the project and a series of final results dissemination meetings will be organized to report on its results. In addition, a capacity building strategy to address risks posed by pollution of land and waters, including students, experts, administrators, NGOs and other key stakeholders will be prepared and implemented through a programme of training courses, seminars, and workshops. The results from the project will also be disseminated in variety of electronic media and printed materials.
